Blatter said that Qatar is "excessively little of a country" to host the event and that "football and the World Cup are too large for it" in a discussion with the Swiss newspaper Tages Anzeiger.
The Qatar World Cup, which starts from November 20 to December 18, is the first to be hosted in the Middle East in the 92-year history of the tournament and the first to take place during the winter in the Northern Hemisphere.
Quite some time ago, Qatar was given an opportunity to host the competition in spite of the US by a vote of 14-8 cast by Fifa's executive council, while Russia was awarded the 2018 event.
Blatter claims that he voted in favour of the US and blames Michel Platini, the former president of UEFA, for pushing the vote in favour of Qatar.

Blatter added that after concerns about the treatment of temporary workers building the World Cup stadiums in Qatar were highlighted in 2012, Fifa modified the methods used to choose the participating nations.
Despite representing as Fifa president for 17 years, Blatter was ordered to resign in 2015 due to allegations that he had illegally arranged for Platini to receive a payment of 2,000,000 Swiss francs ($2.19 million; £1.6 million). Platini was also forced to leave his position at Fifa.
Due to the Platini installation, Fifa initially banned him from football for a very long time, which was eventually reduced to six. He was again given a further boycott until 2028 for a "second infringement" of Fifa's basic set of rules in March 2021.
Blatter and Platini were charged with fraud in November of last year, but at a preliminary inquiry in Switzerland in July, they were found not guilty.
The net worth of Sepp Blatter is $40 million and Platini is $15 million.
